The Houston-Galveston Area Council (HGAC) is a governmental agency that provides a Cooperative Purchasing Program as part of its services to other government agencies. The HGAC contract meets all FTA requirements and any local government may participate in the Program so long as their state has “inter-local cooperation authority” or other joint power provisions which will allow participation in cooperative activities.
